I do not think there has been a white house giving as many unattributed sources when they felt like it, trial balloons or otherwise.

But it is also true that the talking points are sometimes Kafkaian and this has been the case for the rollout of ACA.

However, I am not sure that invoking McCarthy makes much sense in this context. It seems to me that most of this is more like a knee-jerk protection reaction, probably created by the out of proportion RW and media attacks.
