Part of the second paragraph, translated in English from the Spanish version of the largest Spanish newspaper (El Pais):

He (the US ambassador in Madrid) has not even given assurances that Rajoy and other government officials, current or previous, have not been spied. The government suspects they have been and there is Spanish among at least 35 world leaders spied on by the NSA, according to a document leaked by the ex-analyst Edward Snowden.
