IIRC he was pretty much a lifetime pol, and knew the business inside and out -- giving and receiving favors to his constituents, keeping track of who needed what and what he'd done for them in a very organized way. He was good at it.

She went to college, got married, had kids. As a good Catholic wife and mother she didn't pursue a career, but she did volunteer extensively -- for the Democratic Party in California. She was good at it. And when the time came and the kids were old enough, she was ready, and everybody who was anybody in the arena of California Democrats knew Nancy.

As to JFK, young Nancy obviously got to meet him at some political event and got all dressed up for it. I've seen that pic before, but don't remember the details. It must have been pretty thrilling -- Bill Clinton also got to meet JFK when he was very young.
