personal failures. Moreover, many had considered or attempted suicide."

Many attackers felt bullied, persecuted, or injured by others prior to the attack.

Implications

Bullying was not a factor in every case, and clearly not every child who is bullied in
school will pose a risk for targeted violence in school. Nevertheless, in a number of
the incidents of targeted school violence studied, attackers described being bullied in
terms that suggested that these experiences approached torment. These attackers
told of behaviors that, if they occurred in the workplace, likely would meet legal
definitions of harassment and/or assault.

Once again, the tools acquired are not the cause, simply a method. Get to the root causes and focus on them for prevention.

37 incidents out of 50million people who own guns does not mean we need to focus our efforts on the other 49+ million who are not doing something wrong. Such a strategy does not compute as ownership is not a cause but a method for a very tiny few people.

Motivation is key to understanding and fixing these problems, and the report spends most of it's time discussing such things.
