Collecting the meta data in the first place is spying on the American people. So are the Splitter rooms on the Internet back bone, for that very purpose, spying on the American people.
Making copies of a metadata anything and putting the copy into a black box is spying, as they can look at it any time they want and no one is the wiser. The local law enforcement sneaking into your house, or hacking into your computer and making a copy of your hard drive is legal, as long as they say they don't look at anything? Ahh, don't think so. Not without probable cause and a legitimate search warrant.
My neighbor, Joe what's his name, says that the NSA has little to no safe guards to prevent abuse and I agree with him.
