The idea of obliterating our planet's water by some measurable amount is, frankly, insane. There's only so much, after all, and unless we find a way to squeeze the moon or melt Mars and bring that juice back, what we have is all we'll ever have (and is slightly less than the planet started out with in the first place.)
The problem isn't "too much water," the problem is "people living in bad places." it is, in fact, far cheaper to move people from one place to another, than it is to run an operation like this, much less when one considers the long-term results of destroying THAT much water. Good lord..

Most waterfront buildings weren't here in 1900. No reason to believe they'll be here in 2110.
