101. They are not owned by the people of Green Bay.

They are a corporation owned by the shareholders where ever they are from. The profits do not go to the people of Green Bay. They go to the corporation.

From the Packers website: Green Bay Packers Inc., has been a publicly owned, nonprofit corporation since Aug. 18, 1923, when original articles of incorporation were filed with Wisconsin’s secretary of state

Ford Motor is also a publicly owned corporation owned by millions of shareholders --- not some private billionaire.
