No idea what's happening here.
The link in my OP above shows as "http" rather than "https" (secure). When I went back to edit it, my OP contains "https." So I will report this in the "Help & Meta Discussion" forum.
Meanwhile, the CORRECT URL (which does work, I just tested it) is:
https://wwws.whitehouse.gov/petitions/!/petition/sec-panetta-get-rush-limbaugh-armed-forces-radio-now-no-tax-money-abusive-divisive-insulting/p439GWMm
You will need to copy this link, change "http" to "https," and type it in your browser. Then it will work.
