Rare in that usage is ambiguous enough that it has different meanings to different people. Allows an individual to Waffle as to what it was they just said. Principally in current use is to placate the crowd worried there are too many (whatever that means) abortions for their liking. So when you hear it look at the person and the audience. That will usually indicate what and to whom the message is supposed to be.

In other words. If they came out and told people what they actually mean, then some would not vote for them. So they allow individuals to draw their own conclusion and hence believe the individual and the politician have the same position when they may or may not.
