It may vary in different places, but in general the DMV is not where you are going when you register a car or pay your taxes.
The DMV is a state run operation that issues a driver license.
The treasurer is a county run operation that collects taxes and fees.
Where I live, the DMV is a breeze. No wait and no complaints. However, they get a bad rap, because the treasurer office has been terrible....and I mean absolutely terrible...for several years. Wait times of up to 4 hours (don't even bother to pull a number after noon), one corrupt R treasurer who embezzled (to give to her female 'business partner, who seems to perhaps be more than that), one senile D treasurer who was forced to step down due to incompetence, employees didn't have time to attend classes on the new computer system, drawers that never balance because employees are stealing, employees that are exceptionally rude, the list goes on.
I drive by there every day. Today is the 12th....at 7:30 there were around 20 people outside, waiting for the doors to open. I've been in their spot...driving on an expired tag, missing work, going back for the 2nd or third try to satisfy the soup Nazi like employees. The last time I had to endure it, I got there at 6:30, the doors open at 8:00, I was out of there by 10:00.
So DMV good. Our treasurer's office - fomenting a very legitimate disdain for the people behind the counter. But most people I know blame the 'DMV'.
The previous treasurer had become a punchline, he was so bad. Here is an example:
