Your consent being implied by your birth. A nation of 300+ million people, and all that really holds us together are taxes, that you're forced to pay under threat of penalty, and have little if any direct choice in how much you pay, or what you pay for(unless you're wealthy and have good lawyers I guess).
You have distant government authority, with one person "representing" far too many people to actually represent them at any given time, coupled with the technology mentioned in another response which makes people need each other even less outside of collective tax money, and I'm not sure where a social mindset is supposed to come from any of that.
