4. The governor is pushing it.

He's a good man and was a former state AG for 16 years before becoming a 2 term governor. He's smart and knows how to work the law.

I bet he's doing this to set up a court challenge. He's already stated he is in favor of same sex marriage so I bet he knows this will be challenged in the courts. It could be a way to challenge the law passed back in 2004.
