20. We have no way of knowing how many tragedies have been avoided by chance events

such as bad weather, change of job assignment, the alarm didn't go off, etc. – probably many. We only notice when tragedies do happen.

After the fact, people go through the sequence of events that lead up to the tragedy and come to the conclusion that the tragedy was some great, well orchestrated plan. Not necessarily: sometimes bad things just fall into place and tragedies happen.

It just so happened that some kook with a rifle happened to get a job overlooking the parade route. Many things could have prevented this, but in this case everything fell into place. We notice this event, but not the assassinations that didn't happen.
