4. Several people saw Oswald in the window.

And a cop questioned Oswald about a minute and a half to two minutes after the shooting. The manager of the Depository told the cop Oswald was an employee. A minute or two later, when the building was secured, Oswald was the only employee missing. The cop probably remembered Oswald's description. When the APB went out, the rifle probably hadn't yet been discovered in the sniper's nest, so logical to assume the escaped gunman was armed and dangerous.
Because Oswald had to go to the Paine house to get his rifle the night before, and rode from there straight to work the next morning, he wasn't able to bring his pistol. So, after fleeing the Depository he took a bus towards his boarding house, The bus got bogged down in traffic so he got out and caught a cab. Near his room, he got out of the cab and watched for a couple minutes to make sure the cops weren't watching. He then went into his boarding house, changed clothes and got his pistol. About 15-20 minutes later he shot Tibbet about 3/4 mile away. He could have taken bus or cab. I don't know why he didn't stay on bus. Tibbet likely stopped him on street because he fit APB description of suspect in Kennedy shooting. He went into theatre to hide....another ill-conceived portion of his plan.
