"A report by some analysts that there's a bit of a possibility that they might" increase stability for many seems to mean "the entirety of the military believes that they certainly will." A few hedge their bets and allow for some limits on the unbridled faith of the analysts.

Of course, those that believe this usually believed it before they skimmed the Israeli press.
