That is Tyr. Story is, the gods needed to bind Fenrir, the wolf. So they concocted a plan where they would trick Fenrir into being bound in chains, by telling him they were adorning him with ribbons (it makes more sense if you realize the Norse men loved to wear ribbons and plaits in their hair). Fenrir didn't trust them of course - the norse gods weren't exactly known for being the least bit trustworthy. So he demanded that one of their number place his hand in Fenrir's jaws while they ribboned him. Tyr agreed to do so. And so the other gods chained Fenrir up, and Fenrir tore off Tyr's hand in retaliation.
