Without the brackets is going to be the big one. The plans are better than the individual market but still aren't cheap once you use them.

That is Medicaid. The ACA plans for people who are buying insurance will be accepted readily.

I thought opting out meant that states would keep their current Medicaid qualifications.

It isn't a choice really. I'm sure most would choose it but what you are seeing isn't demonstrated.
