Numerous states and cities have promised more over the yaers than they can deliver. If they don't have the money, then something has to be done. Unless more revenues can be raised or other costs get cut, that means a haircut for the pensioners (as Illinois has done). The Illinois haircut stinks, but it's way better than the screwing that the Detroit pensioners are going wind up with - 20 cents on the dollar if they're lucky.
