2. Who really knows

Since the Tea Party doesn't really officially *stand* for anything other than showing everyone how loud, mad and ignorant they are; and since they aren't a "real" party, politicians/voters/activist/pundits have been juggling the "republican/tea party/libertarian/independent" labels and switching up whenever it is advantageous for them....
