charge households a fee for NOT using THEIR electricity? Nice racket, guys.

Yup. Protection of profits. Should be illegal, not something that is fucking legislated.
Maybe this will hasten the development of efficient and cost-effective storage batteries and neighborhood co-ops.
What is strange is that Google, with its Solar City partnership, also has joined ALEC. Maybe they also own interests in power companies, and want to skim profits on both sides.
