Viagra should be limited, by law, to one pill a month, prescribed only to married men who will swear an affidavit they are financially capable of raising a child for the next 18 years, to be used only in conjunction with their wives' monthly fertile period, and solely for sexual activity intended to result in pregnancy.
After reviewing the various "pro life" proposals for women seeking birth control or abortion, I'm sure that none of these proposed limitations will be viewed as any particular burden for men, under the time-honored goose-and-gander principle.

A tax on Viagra and Cialis sufficient to provide The Pill free to all women would be my choice.
