The answer to this problem seems obvious: No one should be allowed to accumulate more than just enough money to live on, and all excess wealth should be handed over to the federal government.

This way there will be no chance for anyone's children to be afflicted with this horrible condition. An additional benefit will be full funding for all necessary and worthwhile government programs.
