Lots of things are legal, and regulated.

Is driving legal? Yes or no? Well, yes, if you satisfy the various requirements for keeping and maintaining a license.

State regulations of things that can or can't go on in establishments licensed to serve liquor are pretty wide ranging, varied, and sometimes just weird. In some places, for example, you can't have a pool table in a place that serves liquor. Why? Hellifino, but there you are.
