I'm not going to strongly defend what he said and how he said it, but he was talking about his 'personal experience' about people he knew - he was poor at the time and worked with other poor folks in a rural area.
I was alive in the 60s and 70s and I never 'personally' witnessed mistreatment of blacks or anyone else in my hometown - saying that does not mean that it did not occur when I wasn't present or that it didn't occur elsewhere.
Just my two cents.
