1. You can't vote in Canadian elections

unless you're a resident or meet the following criteria.

"While you're living outside Canada, you can still vote in Canada provided you are a Canadian citizen who meets the following criteria:

Has resided in Canada any time prior to voter registration
Has resided outside of Canada for fewer than 5 years since last returning to Canada
Intends to resume residency in Canada in the future"

Some people have said that just visiting Canada every 5 years is enough but elections Canada put the kibosh on that thought.

In addition to that I'd be really surprised if Cruz ever voted in Canada. He's never shown any interest in Canada, it's policies or it's people, and as far as I know his entire family has, fortunately for Canada, vacated the nation.
