But the tone is set at the top. If the top is ruthless. it is easy for underlings to believe that ruthless acts would be condoned at the top and they won't ask questions. If, however, you work for someone whom you know or at least believe is a decent, fair, and honest individual as determined by past actions, then an order engaging in a ruthless act would likely be questioned by an underling. "This doesn't sound like something X would do. Are you sure?" "let me see it in writing."
