That's combination weather, aka Sonny Eliot, long time Detroit weatherman.

Cloudy+Lousy=Clousy type weather.

Here he is demonstrating the Clousy concept.

A WWII POW, and a Jew, he told his German captors that he was Lutheran.

Everybody who grew up in Detroit loved him. He died at 91 in 2012 after 60 years in Detroit broadcasting.
