....he took away any subsidies to the two major racetracks in New Jersey (state owned Monmouth Park and the Meadowlands) and refused to allow them to install slot machines of alternate gambling of any kind. But at the same time he's giving hundreds of millions of dollars to the casinos:

The governor’s five-year blueprint to revive the struggling resort included directing millions more in gambling profits toward cleanup and promotion, easing some casino regulations and providing $261 million in tax breaks to revive construction of the moribund Revel.
