approve. Afterwords, another problem comes into play where I don't believe they can't join another state OR become their own state without the approval of the US congress. It's happened before but has usually only been successful when there are larger issues going on. Maine seceded from Massachusetts and became it's own state (as part of the Missouri compromise). West Virginia seceded from Virginia (at the start of the civil war).
