Though I have a strong suspicion that we have very different ideas of what a comprehensive coherent anti-terror strategy would look like. And it's something I don't see happening any time soon under any president, and would have to be a plan involving more than unilateral decisions by the U.S.

I'm guessing Lieberman' s strategy would involve more threats, military excursions, and very profitable arms deals.
