12. Seems to be a lot of wishful thinking by people unfamiliar with New Jersey politics

Hoboken differs from many of the municipalities on the west side of the Hudson in that it doesn't have a line of 30 story residential towers along the waterfront. It is obviously a candidate for development. Zimmer is probably aligned with constituents who want to keep Hoboken a low-rise residential area and limit development. So the real estate developers will use any lever they can find to try to move her. It's how things work.
