ever since he challenged favorite Carl McCall in the 2002 primary forcing the McCall campaign to exhaust their resources on the primary fight. Then, on the eve of the primary, when it was clear Cuomo couldn't get elected, he dropped out leaving the way clear for Republican Pataki to win.
