They know that their time is coming to and end. And so they are going to make as big a mess as they can on the way out. They have no other ideas. Their hope is that the mess they make will be so great, no one can fix it quickly (think 4 years), and so they will get future opportunities at holding power as a result.

That's the only thing they care about.
