Someone had that conversation with me once upon a time. This was about a building inspector who was recalcitrant on signing off a job for me on a restaurant my employer's were renovating. The person from the health department, a different agency, was trying to be helpful when he told me that this particular inspector was known for needing gifts for speedily expediting his approval. He told me a case of good scotch would probably grease the wheels.

Sorry, but wrong is wrong. My employers, who were honest people, never gave the inspector a case of scotch and eventually he couldn't drag his ass anymore and had to sign off on the job. A few years later through the grapevine, we learned he had to resign. It was all kept quiet at City Hall and all, but extortion is a crime and no one should cave into it. I'm glad Mayor Zimmer chose to take the high road on this instead of perpetrating a system of corruption that even those who are part of it know is wrong.
