Everyone that could have done the deed for him in Ohio in '12 bailed when they saw the numbers were too great to fudge, and went home leaving Rove sputtering because the fix wasn't coming through for him.

They weren't going to allow themselves to become a liability for Rove after the fact, a 'problem' that needed 'solving'.
