charges then his passport would be revoked. Was he ordered to leave the US? Unless he was ordered deported then he is responsible for his actions, he has to take responsibility for his move. You need to check into how the airlines works. Did he fly on a Russian airline from Hong Kong to Russia? Check to see what the responsibilities of the airlines would be if they boarded someone in his situation.
