I think it's really a sacrifice to Leon in hopes he will not be too bad. It sure won't help much.
As far as no salt, plows, etc, there is really no use for them except for once in a blue moon. It would be a waste of money to keep a fleet of plows or tons of salt and sand on hand. The sand is not that hard to obtain. I'm sure they ravage construction sites and places where sand is obtained.
People will put 'blades' on the front of their trucks and tractors. They hope to make a dollar or two. The items I have seen on the front of vehicles to plow is scary.

It's not just that but waiting in the Terminal for around 2 hours on top of that....
