5. The city limits of Atlanta encompass a very small area. The Metro Atlanta area (country) is huge.

The issue wasn't on the streets in the city proper, it was on the state highway and interstate system which all falls under the jurisdiction of the governor. The schools not being called off falls on the superintendent's and they need to be held accountable (whoever they are).
