I didn't know about this, so I read up on it a bit. It stems from an (archaic) 1938 law.
After weighing both sides of the issue, I'd say everyone should get paid the same for an equivalent job. My reasoning is the same reasoning for living wage in general. A business is not successful if it can't afford to pay its employees well. If a business can't afford to pay its employees well, it is hurting the community, not helping.
Those who support Goodwill's policy say that it gives people the opportunity to be proud of having a place to go and work. That doesn't make sense. I would say that it would make them proud to know they are getting paid what others are getting paid doing the same job.
