Politicians have to promise stuff to JoeSixpack the voter to get elected because there's so many of them but the people they hang with and have to fundraise from are far far above that class. Politicians peers are doing just fine with the status quo and see no reason change things in order to improve the lot of people they consider inferior.
A full wallet often complains more loudly than an empty belly.
I became by marriage a part of a local politically connected family for a while, it really was an eye opening experience.
