Get used to the name. Established in 2004, it is a 501(c)(4) nonprofit organization affiliated with the billionaire Koch brothers. The North Carolina chapter was started in 2010. Art Pope, now the state budget director in Republican Gov. Pat McCrory’s administration, was then the national organization’s chairman, according to the group’s application filed with the N.C. Department of the Secretary of State.
