Racism doesn't exist in a vacuum. You seem to think race and racism are coterminous. They are not. The concept of racism emerged as a means to justify slavery, to justify ideas that some were biologically inferior and therefore destined to serve. Ideas used to promote racial inferiority of blacks emerged at approximately the same time that racist ideas concerning Jews developed in Europe. Both were originated by dominant groups to justify oppression. Those are the origins, uses, and meaning of racism. The version you are articulating was first advanced by White Supremacists in the 1970s as an opposition to Civil Rights and Affirmative Action.
There is a great deal you can read on the history of racism and critical race theory to inform yourself. I suggest you start.
