We're the most powerful nation, and we have a large military that many politicians have granted themselves the right to use against anyone in the world that isn't the right kind of person. The history is there and it isn't good. The US treats its own citizens pretty well, though.
To be fair, maybe we should be asking who is the biggest threat in the world, pound for pound. That has to be Israel. They have started numerous aggressive wars. Israel receives more support from the most powerful and dangerous nation in the world (the US) than any other and its crazy supporters in the US lobby the US to start more wars. Israel treats almost half of the citizens under its control (Israel/Palestine is essentially one nation) as second class to subhuman citizens. If every nation on Earth behaved as Israel the world would be totally f#@*ed so much crap from such a tiny nation.
Other candidates are North Korea for how it treats its own citizens and Saudi Arabia for the religious garbage and radicalism it spreads throughout the world.
