my understanding (even though it is a daft argument) is that these governors and legislators say the first 3 years of 100% coverage will be tough to maintain in follow on years when the state will be required to pay some percentage of the expanded Medicare costs (I think it's 10%). Why tough to maintain? Because these jackals only want to keep lowering taxes. Which is another reason K-12 education sucks in so many places.
