In 2009, the states of California, Washington, and Oregon; NOAA; USGS; and USACE commissioned a study by the National Academy of Sciences National Research Council on the effects of Sea Level Rise on the West Coast. The NRC committee provides an evaluation of sea level rise for California, Oregon, and Washington for the years 2030, 2050 and 2100, and covers both global and local sea level rise.

As you will note, it is not 'various agencies in CA finally' but the entire region, for sometime now. A few months ago, all three US West Coast Governors met along with their counterpart in British Columbia Canada around climate change and environmental issues. The meeting took place in your own San Francisco, but most of CA ignored it while residents of the other States took both note and action.
So while you say they 'finally' noticed, the sea level rise study by your State and it's neighbors is 5 years running.
Of course more should be done, etc, but claims that no one is doing anything while your whole region is doing something is sort of sad, these are large Democratic accomplishments. We should all be praising the actions taken and supporting them by calling for more funding and more action.
