He's right in one way - I know both the stereotypical pot-head, and the pot smoker who is functional, and the pot head is usually going nowhere fast until he or she hits the wall of self-rightgeous "former pot-head-dom" (I call it the "Peter Pan Thinks He's Grown Up Syndrome"

The few older pot-heads I know that never reached that are barely functional - rainbros who are happy so long as they have their toys and a couch to crash on, but frankly - unless they've inherited money, or otherwised lucked out at the lottery or with a "sugar-parent", they've got little to no future when they can no longer get by on the minimum wage or day-labor existance they have.
This is totally different than the majority of pot smokers I know who haven't slipped into pot-head-dom. The people who are functional and can hold down good jobs and raise families while using pot to just take the edge off occasionally.
So, yeah - the Gov's statement can be used as a broad brush against Marijuana, just as Justin Beiber and Linsey Lohan are broad-brush examples of people who drink alcohol. But that doesn't make it untrue.
