I use paper bags as much as I can but anything that can rot, or cat shit filled litter, needs to go in plastic IMHO

I buy kitty waste bags at Dollar Tree. Box of 40 for $1.00. Sometimes in rolls too.

For garbage, you can use the paper bags if that is what the grocery store is giving now.
