The quality of the observer matters.

It was obvious at the time to people with some knowledge of the region that invading Iraq was a mistake that would turn out badly, and obvious, too, to people who had been paying much attention to the question, that Hussein had no particular unconventional weapons capability. So there were a number of people who were not the least surprised b the general curse of events there.
