11. It going up before the city council for debate.

I think it's weird than anyone thought of it. It would make more sense to me to ban national chain fast food places to encourage more mom and pop places. I also think it's a bogus excuse. Most people park to do shopping and go to the fast food places as part of their trip. It's not going to cut down on traffic. Since this is a college town, many already are on foot or bicycle and of course the homeless, if they have cars, probably sleep in them rather than drive them, especially with gas at almost $4 a gallon in this area.
