In reality people did call the cops about what was happening to Kitty Genovese. Some people did yell out their window at the killer.
During the Columbine killings, the brave cops who had guns, wandered around the parking lot looking for car bombs. One civilian that had a gun, hid.
The cops didn't go into the school until after telephone calls from civilians, stating the killers had committed suicide.
